Seems like everyone needs these quests done at some point and few ppl remember who gives them, so here it is:
1) Sharine in Hunter's Camp will give you noble pants for some bear skins
2) Alicia Irwen by the watchtower near Cornwell will give you nobke boots for killing sticky liquid zombies and vagabond zombies
3) Ernest who stands near Alicia will first send you to Arbors Farm. There you will get a quest to collect stolen wood from goblins in Rimus Valley. You need to collect 15 to get noble gear as a reward. You take the wood, go to the guy in Arbors Farm, then back to Ernest and you're done, getting noble upper gear.
4) Noble gaunts (lvl 15) you get from Protection Merchant in Keo. But first you need to do the quest from Blacksmith (grimax orc shamans). Once you're done with shamans, you can take Merchant's quest - kill vagabond bears.
